o Minor bugfixes (circuit logging):
    - torspec says hop counts are 1-based, so fix two log messages
      that mistakenly logged 0-based hop counts.
      Fixes bug 18982; bugfix on 0.2.6.2-alpha
      and 0.2.4.5-alpha. Patch by teor.
