Patch from Tup: treat RESOLVED_TYPE_ERROR_TRANSIENT as a SERVERFAILED, and RESOLVED_TYPE_ERROR as NOTEXIST. Generate transient/nontransient errors more sensibly. Set flags better on DNS replies.
